The short answer
There are two ways to submit a Handicap Round, depending on how you'd rather play: score it live as you go, or nominate the round first and come back to submit once you've played. If you don't have a handicap yet, the process is even simpler.
Option A: score live as you play
Enter your score hole by hole as you go, with your marker scoring alongside you in the same match. Once you finish the 18th hole, you sign and submit your card straight away.

Option B: nominate, then submit after you've played
Commit to a round ahead of time by nominating your course and date, then come back to submit your scores once you've played. You'll have 3 days after playing to submit.

Don't have a handicap yet?
If you haven't submitted your first rounds yet, you won't need to nominate anything. Just play your round and submit it directly, using the same submission steps as Option B above, minus the nomination step.
Whichever way you submit, your round must be played with a partner so they can mark your card.
